Voters to Decide Fate of Minnesota's Dedicated Lottery Money to Environment
Proposal on November Ballot Seeks to Expand Uses of Funding to Include Parks and Trails
A measure on the Minnesota ballot this November asks voters to expand how lottery proceeds are spent in the state. Amendment 7 would allow funds currently earmarked for environmental projects to be used for parks and trails as well. The change would amend the state's constitution to ensure that a portion of lottery revenue goes to the outdoors.
Currently, the state's lottery generates about $200 million annually for the Environment and Natural Resources Trust Fund. This money is used to fund a variety of projects, including land acquisition, habitat restoration, and water quality protection. Amendment 7 would allow up to 20% of this funding to be used for parks and trails.
Proponents of Amendment 7 argue that it is necessary to address the growing need for outdoor recreation opportunities in Minnesota. They point to a 2019 study by the Minnesota Department of Natural Resources that found that state parks and trails are experiencing increasing use. The study also found that many of these facilities are in need of repair and expansion.
Opponents of Amendment 7 argue that it would divert money away from important environmental projects. They also worry that it would lead to increased development in natural areas.
The fate of Amendment 7 will be decided by voters on November 3rd. If passed, it would take effect in July 2023.
